Meet our Leadership team

Andy Blackhall

Managing Director

Andy has more than 10 years’ experience working in management roles within the water and environment sector. After joining WRc in 2018 as head of asset management, he was later appointed as commercial director, responsible for the organisation’s strategic growth, and soon saw WRc deliver our strongest trading performance for the past 10 years. During this period, Andy has also worked for HM Government as a water specialist for the Department of International Trade, working across the globe to promote the strengths and capabilities of the UK water sector. 

He is an accomplished senior leader skilled in providing project definition, overall management and project stakeholder liaison; coordinating leading parties, supervising project teams and overseeing implementation. Andy has extensive experience in financial and administrative oversight, reporting monitoring and evaluation of entire programmes of work.

In addition, Andy is a member of the Chartered Institute of Water and Environmental Management and qualified by the Chartered Institute of Leadership Management. He is Chairman of the International Forum for British Water, where he represents the views of the UK supply chain. Andy is also a Non-Executive Director of Waterwise, an NGO committed to encouraging the efficient use of water.

Matt Hart

Operations Director

Matt is an established environmental professional with more than 16 years’ experience gained through a variety of operational and strategic roles in both the public and private sectors. Matt is an expert in business planning and operational management in the water industry and has a robust understanding of the development, implementation and practical application of legislation. 

He is accomplished in engagement and relationship management; operational and procedural enhancement; finance planning; and risk management. Additionally, Matt holds both IOSH and NEBOSH qualifications and has served on the Committee of the London and South East Branch of the Institute of Fisheries Management for over 10 years.

Paul Crotty

Paul is a Chartered Certified accountant (FCCA), with a background in a diverse range of commercial companies. New to the water sector, but bringing experience of cross functional management from other sectors including biotechnology, logistics, pharmaceutical and marketing/experiential activities. Paul has managed functions in standalone UK companies along with those having an international presence or as part of larger groups.

Dr Kathy Lewin

Director of Waste & Resources

Kathy has over 30 years’ technical consultancy experience specialising in waste characterisation to support resource recovery, waste classification and environmental risk assessment within the circular economy. She is a Chartered Scientist, Chartered Environmentalist, Chartered Resource and Waste Manager and a member of CIWM’s hazardous waste Special Interest Group.
