There are three options for the location of revenue meters: within the property, in an external (boundary) box or in a wall mounted box. Each location has advantages and limitations. Recent and emerging issues such as the performance of box covers, freezing of meters, increasing use of automatic meter reading (AMR) and the introduction of smart meters challenge the conventional locations.

Together with 7 water utilities, WRc is researching the pros and cons of the various meter locations, given these changing factors. The new collaborative project, CP448, will provide participants with the evidence-based framework for making future decisions affecting household meter location and good practice guidance that can be shared with developers and self-lay organisations to avoid future performance problems.
